The California State Water Board (SWRCB), in conjuntion with both regional water boards
and the United States Environmental Protection Agency, is responsible for the quality and safety of
California water. It set out to replace its diverse monitoring systems with one more integrated and one which will more
easily interact with other systems throughout both the state and the United States as a whole. Essential Strategies, Inc.
did a gap analysis of the monitoring system offered by the United States Environmental Protection Agency, and identified ways
that a new California system could improve on its features. ESI also did a quality assurance evaluation of the SWRCB models
for the project and wrote the final description of those models.
